Olenegorsk is a small town north of the Arctic Circle in Russia. The picture is the символ города, the symbol of the city. I have just started to learn Russian and I'm very proud of myself for having managed to work out that much.
It looks like reindeer beside someone holding up a sun - the Land of the Midnight Sun perhaps?
